DEWA fixes the public charging tariff for the whole Emirate, and only DEWA or a licensed operator may charge the public. Charging your tenants, guests or staff counts as public.
So price is never the question. What differs between operators is where the chargers are and whether they work. Both are Hikari's job, and Hikari's risk.
